FIRST REQUEST FOR WRITTEN RESPONSES TO PARTICIPANTS IN THE gEm DESIGN OF INQUIRING SYSTEMS SEMINAR EXPERIMENT FROM

C. WEST CHURCHMAN
June 1, 1997

1. World poverty is an unnecessary condition of the world

2. That it is the world's most serious problem

3. That no one has a good idea how it should be reduced or eliminated

4. That poverty and development, like poverty and wealth, accentuate the image of an animal species which manages its affairs on the basis of injustice.

5. That possibly the reasons behind 1-4 is a lack of good ideas among the experts, and that an invention like the Internet might be regarded as a "fact net" in the sense of "The Design of Inquiring Systems", based on the variety of web sites.

6. Therefore (a key word of all inquiring systems), could we in the seminar design a "Poverty Fact Net" by using the web sites on the Internet, where the purpose is to design an implementation of ideas on how to reduce poverty without harm and without wars, blame, punishment, and with love and caring.

7. This suggestion, if carried out, might endow Internet with a purpose in its young life that is ethical, because it might become an essential element in the 21st century

8. "The Design of Inquiring Systems" suggests that such an approach to poverty would begin with a fact net. My hunchy mind has thought of these ideas:

I hope the above is inspiring and confusing, the necessary conditions for creation.

I'd suggest a beginning plan like this. Those who want to would send to the rest of us via e-mail a surfing plan: where you plan to surf and how. If a surfer shows keen interest, members of the other web sites can be invited to join us (I've already started something of this kind with UNICEF -- the "child side" of the united Nations). The gEm site will be the central deposit of our findings, to be collated, summarized, whatever, by the seminar participants and gEm staff.

What should be the final product of such a program?
